Technically, all "problems" are localized. Obviously, when more than one person has the same problem, these localized problems can have global implications. However, nothing can change the fact that when a specific problem is encountered by a specific person or persons, it is highly local in nature. For example, if someone cannot find a decent job (a problem that many Americans have), it's because of something specific to that person and the area in which they reside. And when people have trouble fending for themselves, it's usually because they are overburdened by some political authority. Not even the most hardened leftist will deny that excessive taxation and regulation of the economy increases levels of poverty. Just look at the Soviet Union. They had more or less full central planning of the basic economy. The results of letting all the super-smart Soviet intellectuals manage the economy and take care of everyone? A gray, depressing society with suffocating bureaucracy and rampant low living standards. Is there a single good song or piece of art that emerged from Soviet culture? And I don't mean morbid curiosity "good", but actually good, like The Beatles or The Doors. Why was the American economy and culture so vibrant in comparison to the Soviet economy? Because the American economy was far more free. It's that simple. And what that translated to in practice basically amounted to more local autonomy and decision-making. There are very few social problems that require a large-scale government solution. In most cases, that will only make the problem worse. Unfortunately, neither "side" in America seems particularly enamored of decentralization, unless it benefits them personally. Otherwise, they are perfectly fine taking a highly centralized and therefore authoritarian approach to various social problems.

I have that poster on ignore, for obvious reasons, but I will note that war can also be localized in nature. For example, a Marine fireteam leader out on a patrol with his squad has very localized problems to solve. Which building presents the greatest threat? Which avenue is the safest to patrol? Where is the best spot to set up a listening post? All these problems are very localized. That particular poster, having never even come close to an actual war himself, can be forgiven for not knowing how it works in reality.
