I don't get it. He is not speeding, he is not cutting in and out of traffic. I see people down here "walking" their dogs while they are riding bicycles in much the same circumstances as this driver. The dog doesn't appear stressed. Just another busy body virtue signaling their moral outrage.

Irresponsible and very lazy. I can think of half a dozen scenarios that could end up injuring or killing the dog because the driver hasn't got direct control over the leash in a live lane of traffic if something happens. Furthermore, he is likely impeding the traffic flow. FWIW I also don't agree with walking dogs while on a bicycle. If you are disabled or too lazy to walk your dog, hire someone to do it or give the animal to someone who has no problem with walking a dog. Dogs often have business to do while walking, what is that poor dog supposed to do if he needs to stop - he'd end up being dragged.

Ive never heard of “distracting other drivers”. If that was an issue, we’d need to ban the guys wearing odd costumes spinning an arrow advertising tax accounting firms.
