The people redline their own areas with incredible crime. Vons built a major grocery store in South Central Los Angeles. The first armed robbery came within an hour of opening. Shoplifting came close to clearing the shelves. The workers were routinely mugged going to and from work. The muggings in the parking lot required a guard. The store called it a day in six months. The closed up hulk is still there.

The government makes the onerous rules and regulations that just make it too expensive to do business compared to the expected return on investment. Then came the latinos. They dispossessed blacks from the low income apartments simply by stuffing 15 people into a two bedroom unit and paying a rent beyond the ability of a black single mother to pay.

We will always have slums the government just makes them bigger and slummier.
