Mortally has more than one meaning; the other is intensely or seriously. It's an appropriate word - it's not every day you get shot in the head and live to tell the tale, and it certainly was/is not an easy or quick recovery.

Every time I've encountered the term "mortally wounded" it was in reference to someone's death.

I agree with Mister D. To describe someone as mortally wounded; I've never seen that in a situation where it didn't foreshadow a death caused by that wounding, even if the death is weeks later from infection, ie. Stonewall Jackson was mortally wounded at Chancellorsville succumbing to pneumonia at a later date.

Giffords survival being a publicly well known event, if I had heard Biden's comments, I might interpret that as knowledge of some imminently lethal complication which was not yet publicly known.

In the grand scheme of things, really not even quite a gaffe, I see 'intensely' or 'seriously' as a secondary meaning, and there's a certain sense of Giffords' injury being 'mortal' "but for the grace of God" so to speak.
