One huge tool of the Iron Triangle of excessive taxation, excessive regulation and excessive litigation is the rise of government permits needed to do anything. Government permits were a rare requirement prior to 1970. Now, they cover darned near everything.

Permits are a way for executive government to do thing beyond the purview of legislative bodies or courts.

At first they indirectly attacked the economy. Now they directly attack political opponents.

An EPA Part 70 Operating Permit allows the government to impose a tax on the permit holder, far in excess of the cost of enforcing the conditions of the permit.
