Report: IRS Refunded $4B to Identity Thieves

The Internal Revenue Service issued $4 billion in fraudulent tax refunds last year to people using stolen identities, with some of the money going to addresses in Bulgaria, Lithuania and Ireland, according to an inspector general's report released Thursday.

The IRS sent a total of 655 tax refunds to a single address in Lithuania, and 343 refunds went to a lone address in Shanghai.

In the U.S., more fraudulent returns went to Miami than any other city. Other top destinations were Chicago, Detroit, Atlanta and Houston.

The IRS has stepped up efforts to fight identity theft, but thieves are getting more aggressive, said the report by J. Russell George, Treasury's inspector general for tax administration. Last year, the IRS stopped more than $12 billion in fraudulent refunds from going to identity thieves, compared with $8 billion the year before.

Yea, these are the people I want managing my health care. Maybe if they were less concerned with Conservative groups applying for 501(c)(3)'s and more concerned with A-holes from Bulgaria, Lithuania and Ireland filing phony baloney tax returns, we'd all be better off. Imagine "655 tax refunds to a single address in Lithuania, and 343 refunds went to a lone address in Shanghai." DUH! Didn't any of those cubicle rats think that was just a lil strange? I can only hope every one remembers this when the Democrats shed crocodile tears that taxes aren't high enough. $4 billion dollars up in smoke.....has any one been fired for this?

When the Democrats say our health Care system is broken and the Government needs to implement single payer and take over, just remember this abject incompetence and the lack of accountability in wasting $4 BILLION Dollars. I wouldn't trust them with a sharp knife let alone manage MY health care.

The IRS took over the Mustang Ranch in Nevada because of unpaid taxes. The Mustang Ranch was a whore house. They were unable to earn a profit from the Ranch and it finally filed for bankruptcy. If the IRS cannot make money selling sex and booze what in the world makes you think the government can handle your health care needs?

When the Democrats are turned out of office, and you know it will eventually happen, what are you going to say then Cigar? You act as if the Democrats are never going to lose another election. The only way that will happen is by fraud.

From the article: Good work. If you hired a security company to watch a party set up (tables, chairs and stuff) for the next day and thieves came in right under the security company guys nose stole and stole 2/3rds of the the tables and chairs, would you be happy? If the following year the same thing occurred, but this time they only stole 1/3rd of the tables and chairs, would you tell them good work?

The IRS has only control of 120 million salary and wage earners citizens to make sure they have coverage. The question here is can they get it right with this low figure?

IRS Documented 1.3M Identity Thefts by Illegal Aliens; Can’t Say It Referred Any for Prosecution
March 16, 2018 | The Internal Revenue Service in 2011 through 2016 documented more than 1.3 million cases of identity theft perpetrated by illegal aliens whom the IRS had given Individual Taxpayer Identification Numbers (ITIN), which are only given to people who are ineligible to work in the United States or receive Social Security Numbers, according to information published by the Treasury Inspector General for Tax Administration (TIGTA).


However, in response to inquiries from CNSNews.com, the IRS could not say if it had referred even one of these cases for criminal prosecution. TIGTA, which is the inspector general responsible for overseeing the IRS, discovered another approximately 1.2 million cases in 2017 in which an illegal alien working in the United States had filed a tax return reporting wages that had been earned using a Social Security Number that belonged to someone else or was fabricated. Yet the IRS also could not say whether it referred any of these cases for criminal prosecution.

'Shall Be Guilty of a Felony'

Using a stolen or fake Social Security Number is a felony. “The Social Security Act,” TIGTA has noted, “provides that whoever, with the intent to deceive, falsely represents a number to be his or her SSN when, in fact, that number was not assigned to that person, shall be guilty of a felony and subject to a fine, imprisonment, or both. This includes using a false SSN to obtain employment.” When processing individual tax returns, according to reports filed by TIGTA, the IRS ordinarily encounters two types of identity theft. One involves what TIGTA calls “refund fraud” and the other involves “employment-related fraud.”

In an August 10, 2016 report ("Processes Are Not Sufficient to Assist Victims of Employment-Related Identity Theft"), TIGTA published this graphic explaining the difference between "refund fraud" and "employment-related fraud:"

In cases of refund fraud, the “identity thief” uses another person’s Social Security Number and personal identification information “to file a fraudulent tax return, reporting fictitious wages and withholdings and obtains a tax refund.” “Cases of employment identity theft identified by the Internal Revenue Service usually involve an Individual Taxpayer Identification Number (ITIN) filer who used the Social Security Number of another individual, i.e. victim, to gain employment,” TIGTA said in a report released in February. “Employment identity theft can cause a significant burden to innocent taxpayers, including the incorrect computation of taxes based on income that does not belong to them,” said the report.
