GoHealth can now officially enroll people in subsidized health insurance plans:

You can browse all the plans available in your area. Then you have to call their 800 to directly enroll in the plan you pick. So if HealthCare.gov is still giving you problems you have another option.

The government contracted with a private company to make the website in the first place. I suspect that the government program office kept changing the scope of work, making it impossible to not screw up.
