About plastic cards ….and others

The Uzbek government has been implementing plastic cards among the population “with fire and sword” for the past few years. Meanwhile the official mass media continues to praise them to the skies, though cashless payment system negatively affects family budget of the population. The loading and the cash of plastic cards take a lot of time and the acquisition of goods turns into compound process.
World practice in this field shows that application of credit cards starts with market research. Then the developers produce a sufficient number of cards, point-of-sale terminals and automatic cash terminals. Only after that they announce about new development and offer various banking products to users. At the same time the developers carry out explanatory work among banks’ potential customers through mass media and other channels.
As usual in Uzbekistan this work is based on voluntarism and “cramming”. In 2009 the complex of Cabinet of Ministers, led by Azimov R.S. (the first vice-premier) implemented plastic cards for government-financed organizations, pensioners, students and for other “protected” sections of the population. The independent experts interpret this method as an abject failure of monetary management, which was developed and implemented by Rustam Azimov. The reasons of severe assessment of experts are quite considerable.

What is the result?

The people after receiving the cards (50% of salary was charged to the cards) did not know where to go with them, because the point-of-sale terminals and automatic cash terminals practically did not exist. The bank employees made the most of the situation. They set a price for cashing the cards from 10% to15% and filled their pockets with the interests received.
In addition the reality of using plastic cards created new perverted pricing system in retail chain. So, if the buyer wants to buy food or consumer goods by plastic card, the price will be higher for 10-20% than if paid by cash. But it is not all. The banking structure, which deals with plastic cards, appropriated 1% of worker’s salary. Actually it becomes as an additional tax, not set in the Uzbek legislation and extortion legally issued by bank workers.
The fact of the matter is that banking system created by Rustam Azimov is not able earn money by another way. Dozens of Uzbek banks actually do not deal with domestic economy investment and crediting of small and medium size enterprises, but they are lavish for PR campaign in mass media.
There are two goals of applying plastic cards. As it was noted earlier, the critical deficit of cash in hand became a result of Rustam Azimov’s failed monetary policy. Somebody would have been charged with this. The second goal is attendant. Azimov took additional opportunity to transfer money abroad with kickback easily. The fact of the matter is that cash dispenser and automatic cash terminals are not produced in Uzbekistan, but the government demands to organize the production of terminals “on the basis of internal resources”. In reality it will be an “assembly”, but the parts will be imported from abroad and for overprice.
Despite population indignation and the deficit of cash in hands, R. Azimov ordered pension funds and local authorities to enter 70-80% of pension and benefits in plastic cards. So, the pensioners received the next “present” from the government. Now they do not have the opportunity to buy goods for lower price in markets, and the banks continue to hold percents from them.
At the same time Azimov continues to aggravate a catastrophic financial situation in the country. They are implementing plastic cards by force, trying to reduce available funds turnover. At the same time the government demands small and medium size enterprises to give daily receipts in cash, all in high amount. In addition banks keep the deficit of terminals artificially, in order to avoid the cash receipts reduction. Thereby, Azimov’s monetary policy contradicts not only elementary logic, but basic economic law too. Actually, the government financial system turned out into a giant financial pyramid.
Although, being an academician Sadik Azimov’s son, Rustam Azimov does not understand it. He spent welfare younger days and was a representative of the “golden” youth. Rustam Azimov, the vice-premier and unaccomplished historian, penetrating into financial system, has driven out well educated professionals from the ministry of economic bloc systematically and put dilettantes instead of them. English and computer skills were the main criteria. In Azimov’s judgment the knowledge in economic sphere was the last thing to worry about all the time.
In addition, if the historic is entrusted with the management of economic complex of the country with the population of many millions, of course, there will be some events, that are not explained in terms of financial logic. It is known, that R. Azimov forces the State Committee on Statistics and other ministries and agencies, which he rules, to deal with forgery in order to hide his managerial decision failure, including plastic cards. It can not continue for a long time. The real threat of default may come into view and it will be fraught with radical events.

Plastic Could Fuel US Move Away from Foreign Oil
October 30, 2012 — The next big thing in fuel could come from repurposed plastic. However, only seven percent of plastic waste in the United States is recycled each year, according to the Environmental Protection Agency.


A company in Niagara Falls, New York, is working to increase that percentage, with an eye toward reducing America’s dependence on foreign oil.

Plastic-eating monster

It's a machine known as the “plastic-eating monster.” Every hour, thousands of kilograms of shredded milk jugs, water bottles, and grocery bags tumble into its large combustion chamber. The waste plastic comes from landfills and dumps across the United States. John Bordyniuk, who runs his namesake company, JBI, Inc., invented the new process for converting plastic into a range of fuels. First, many different kinds of unwashed plastics are melted together. “The viscosity looks like milk," Bordyniuk says. "Almost like when you’re heating milk on the stove. Looks exactly like that, except it’s black.”

Bordyniuk uses a patented catalyst to vaporize the inky fluid and reduce the plastic to its most basic elements. “Plastics are just long hydrocarbon chains," he says. "What we’re doing is re-forming them into links and chains that we want so they have a high fuel value.” The system powers itself, with eight percent of the plastic waste running the process. Bordyniuk hired outside testers who concluded that nearly 86 percent of what goes in comes out as fuel.

Several grades of fuel

At the other end of the plastic eating machine, JBI executive Bob Molodynia looks on while a stream of thin brown liquid pours into an oil barrel. “You could tap this right now and it’s ready to go," Molodynia says. "That’s a number six fuel, that’s what a lot of what US Steel uses, a lot of major companies, that’s what they pay the big bucks for, right there.”
