Illinois handgun owners would be required to register their weapons with the state — and pay a $65-per-gun registration fee — under a mayoral plan proposed Thursday to arm police with the information they need to solve crimes and reduce illegal firearm transfers.

It comes at a time when the National Rifle Association and its allies among Downstate lawmakers are making a major push for concealed carry legislation. Illinois is the only state in the nation that does not allow its residents to carry concealed weapons.

“You already buy a title for a car. You already buy a title for a motorcycle. You buy a title for a boat. I’m not asking you to do anything you don’t do already.”

It will be co-sponsored in the state House by State Rep. Rosemary Mulligan (R-Park Ridge), the mayor said, in hopes that will set the stage for bi-partisan support.

His proposal would require all handgun owners to obtain a certificate of registration from the State Police for every handgun they own — at a cost of $65-per-weapon — and to renew that registration every five years.
They would be required to provide: their name, address and telephone number; the manufacturer of the gun, its model type and serial number; and the date and source of the purchase.
Whenever a handgun is sold, the seller would be required to report the sale to the State Police “no less than 48 hours prior to delivery.” Handgun buyers would have 20 days to file for a new certificate of registration. Anyone caught carrying or possessing an unregistered handgun would face a Class 2 felony.

A portion of the $65 fee would be used to implement the statewide registry. The rest would be used to improve two public safety data basis: LEADS and the National Instant Criminal Background Check Systems (NICS).....snip~

Bi-partisan support my ass.....she is nothing more than a Social Conservative Democrat. thats also comes from a small suburb. Best hope this gets shot down. Because if Illinois passes it.....just think what it means going forward. This guy is a clever little ferret. Thinks he is slick. Moreover is feels he can strongarm Republicans due to that Democratic Machine. 65 dollars per piece.

Hopefully the rest of the State will speak out and say. Hey, you want to do that for your citizens in your City. Be my guest. But you are not speaking for the rest of us. Note your title says Mayor. Not Govennor!!!!!

Emanuel noted that 56 percent of the guns used in Chicago crimes were purchased in Illinois, but outside the city. That leaves what he called a “gaping hole” that criminals are exploiting.
“We need to close that hole, shut it down, so that the hard work of the law enforcement community, the hard work of our community groups, the hard work of our faith-based community, the hard work of our parents [doesn’t go to waste and] our laws are backing them up and keeping their kids safe, rather than making them more vulnerable,” the mayor said.

Now you know why the bangers walk around with their pistols in their hands, or their waste with it showing and ready to use it, and why Illinois leads the Way in Teenage killings and Shootings. Children getting Shot, Murders and Gang shootings. Not to mention were off to a stellar year!

they are not the same... this flies in the face of the second amendment.. and I beleive that mayor will be sued for this much like DC mayor was sued over a similar tactic, and he lost Scotus said it was unconstitutional..

Really? So they just have a blanket refusal to allow anyone to carry a concealed weapon outside law enforcement? It's extremely difficult to get one NJ but come to think of it I doubt there is a law forbidding it generally. It just works out that way.

Yep.....No one but LE's. Moreover Emanuel knows if he can pull this off. Just what it could do for the Democrats while stealing more money from the American Citizens. 65 dollars per piece. Plus renewel every 5 years. Democrats win it here, they go back to NY and Cali with it too. Talking about the revenue it brings in. NRA is up on it and they say it not happening.

The localities and states do this kind of thing all the time to raise funds. It's a divide and conquer type of thing. Those without firearms don't care about such an arbitrary requirement because it doesn't affect them.

If I lived in Chicago the politics would make me lose it. I could never handle it, I'd just be a big ball of rage.
