According to the Affordable Care Act sign up spreadsheet done by brainwrap, there are currently 7.3 million that have signed up for Medicaid. The only state that brings the numbers over the numbers of states who did not expand Medicaid is California.

California has 2.2 million sign ups while the rest of the states are still in the thousands. If you take out California in the numbers, states that expanded and states that did not are relatively even in their sign-ups so far.

One must ask themselves, why did the federal government give so much funding to states that expanded when it really made no difference in the sign ups verses states who did not expand Medicaid

WV did a nice job of expanding it's program and taking advantage of ACA monies.
