The political prediction for Uzbekistan is not comforting.
Gulnara Karimova is coming to power.
The countries leaders’ children always attract attention of ordinary people. They grow up being aware that they are selected ones. Will this position guarantee them a successful carrier and a happy life? It turns out, that it is a real trial to be a son or a daughter in a political elite family; it is not a life gift. It means the trial for the nation.
It is especially hard when “countries’ fathers” plan to retire and their children think that they are already mature enough to replace them. Though, up to this moment presidents’ children enjoy the joy of life, some of them are engaged with charity, singing arias, opera and another genre of singing art.
There are two “singers” who claim to be the leadership in Central Asia. One of them is Dariga Nazarbaeva. She was the vice chairman of “Nur Otan”, the National Democratic Party, in 2006-2007. She is a Doctor of Policy and the chairman of “Degdar (Nobility)”, the Kazakh council of trustees of a humanitarian fund. Nowadays, she is a member of Kazakh parliament. Recently she gave some concerts in Moscow.
There is the same one in Uzbekistan. She sings soprano. She is busy with sewing, national handicrafts and jewelry. She is very proud of her “charity” activity. She positions herself as a statesman recently, trying to retouch her stably formed image of “grasping” business woman. Formally Gulnara Karimova is a Doctor of Political sciences too, who graduated Harvard. In short, she plays many roles. But which one of them is true and who is a real Gulnara Karimova?
There was a discussion held on international financial crisis and it’s consequences for Central Asian countries in Tashkent at the end of March. There were the representatives of some countries, diplomats and experts. According to “Uzmetronom”: “Gulnara Karimova, who initiated the event, expressed her own conceptual reading of the matter. But, some Russian political scientists, who attended this discussion, cast doubt on her predictions and conclusions. They did it gently, but argued”. The USA was left holding the baby. Karimova agreed and thereby she gave to understand that she is incompetent as a politician and a statesman. While Karimov estranges from Russia and tries to get close with USA, his daughter expresses opposite opinion to foreign political scientists and diplomats. During the conference, Karimova, who has little to do with policy, paid no heed that she has got into a political “trap”, skillfully set by Russian political experts.
Gulnara Karimova appears as diplomat very seldom, when she is free from fashion shows, receptions and parties. Though, she appears in diplomatic mission, “leaded” by her in Spain, 3-4 times a year She is not familiar with the situation, has poor relations with foreign-policy and business circles. She just sang a Spanish song with Hulio Iglesias, who was criticized by Spanish mass media for that. Gulnara Karimova did not exert herself being the deputy of Minister of foreign affairs on cultural section. Indeed, she has not appeared in the building of Ministry of Foreign Affairs for the last 5 years. The other day she announced in Twitter that her new music album will be issued soon. Probably, she sees Uzbek foreign-policy office work in cultural section somewhat originally.
According to her another wildly exploited image she is a founder and a leader of some charity funds, realizing a number of social programs in the republic. The experienced people know that these funds are led by men of straw, who work out different creative ideas, and local budget and some successful enterprises suffer from them. For example, the last action of “Fund forum”, “Women’s Assembly”, the republic public association, “Mehr Nuri”, the public fund and the fund supporting social initiatives. It is announced, that within the framework of the project there will be held 1 000 weddings and 1 000 “sunnat tuy” (ceremony of circumcision) for boys under ten.
The first charity weddings and “sunnat tuys” were held in Navoi region on March 25 and 26. It is reported that 70 weddings and 70 ceremonies of circumcision were organized. De facto, Gulnara Karimova and the funds, which breaded under her patronage, have nothing to do with this. According to the reports of “Credit standard” bank worker (the financial resource of Karimov’s family), the “Fund Forum” transferred only 500 000 sum (about 200 US dollars in the rate of “black market”) for this action to be realized in Navoi region. The whole financial load went to local budget and enterprises of Navoi mining and smelting complex. It is appropriate to add that absolutely all “charity actions” of Gulnara Karimova are held according to the above mentioned scenario.
The “Art Week Style.Uz”, the yearly fashion weeks in Tashkent are according to the similar scenario. Large quantities of people, including stars of foreign show business, get involved in these events. They pay for their elite stay, free time and give fees. The funds of taxpayers are used in all cases, but these actions turn into PR campaign for only one person, who tries to appear as a person who invested her own funds into social projects and for the development of civil society in Uzbekistan. In the result, the doctors, the teachers, workers of enterprises do not get their wages, and retirees do not get their pensions. Gulnara Karimova’s charity turned into very serious negative irritant for inhabitants for the last 10 years.
If the fiscal organizations will check the “Fund Forum” activity, I am sure, that they will have a lot of questions. Particularly, it will be appeared that there some distortions and falsifications in their reports. The significant funds settled in leaders and fund workers pockets as salary and bonus. It must be mentioned, that these funds were not pulled out of the hat. They were taken from accounting report of Fund and I have got it.
And the last. Gulnara Karimova, along with taking part in the dialogue on global crisis, which was organized by her centre on political researches in the end of March, also met with the famous and authoritative South Korean economist, one of the authors of Korean economical miracle, who visited Uzbekistan. Karimova discussed with him the ways of global crisis overcoming subject to the “Experience of Uzbekistan”. She expressed her own vision on this problem. However, the most important thing was the issue on South Korean investment to the economy of Uzbekistan and some concrete investment project.
It seems, that rumours that Karimova is looking to become a Prime Minister are not unfounded. She intervenes in government capacity issues, and turns into shadow Prime Minister. The international dialogues and private meetings with politicians and economists are the ways of “bridging” to the near future.
Thereby, the political prediction for Uzbekistan is getting clear. Unfortunately, it is unfavorable for the Uzbeks.
