It's called having an perception as to what the conditions are like in the area. I don't claim to have any more information, but to judge events based upon what the news reports is not an indicator about any tension or agitation that may be present in that area. People in Memphis are just as shocked as anyone that something like this could happen in this area where it happened.

I can read about Lake Tahoe from a magazine and think it's an awesome place to visit (it actually is), but unless I live there, I can't tell someone else what it is like living there.
