When I was in St. Louis, I saw some flooding on streets close to the river. I don't know why these nuts think laying on streets solves the problem the dead guy has. He is in the grave. He has settled in for the long haul. He is taking a dirt nap. They won't help him. This was super unusual for that city.

The main problem is, IMO, he panicked and, after taking a few hits, I think Brown attempted to surrender, but Wilson, in a panic, kept firing.
