Now Factfinders has verified this is true, and it was put in effect in July, 2008. As we all know that was still during the Bush Administration.
So I looked further into this. July 2008 was under the 110th Congress which was Democratically controlled by Nancy Pelosi (D) in the House and Robert Byrd (D) in the Senate.
The nomination and appointment of Michael Kussman, MD as Under Secretary of the Veterans Administration was rushed through, against the opposition of the GOP.
The GOP opposed his nomination and appointment because of his views and especially his views on this very topic, to neutralize the chapels to accomodate all faiths. If you read the directive, Chaplins are restricted with what they can do and what religious books can be given to patients.
In November 2008, the new 111th Congress and the subsequent Obama Administration continued to enforce this policy.
