Well yeah, when's the last time you saw a stoner drive over 40 MPH? Also a stoner usually knows he's stoned. I think, as the article alludes to, the fat soluable nature of THC and the length of time it stays in your system and our poor ability to measure acute intoxication effect these outcomes.
