He wasn't punishing them. He was breaking up the fight and it worked like a charm. Nothing to see here.

Corporal punishment is the only way to keep some kids from going bezerk. The trick used to be maintaining that balance of misbehavior that would result in getting chewed out but fall just short of a good ass whupping. Teaching animals is as bad as being a cop in a crappy neighborhood. You can't win.

Yah, that's the kinda source I like - Is there a reason the source of the footage can't be pinned down? (Although likely recorded doesn't strike me [!] as much of an attribution, either.)
