It's probably wrong, but for some reason I am inordinately amused by stories of people calling 911 for stupid reasons. We had a local mayor call 911 a few years ago because she got lost on her way to a meeting and needed directions. I've read about people - usually it's a woman, for some reason - calling 911 because a fast food restaurant messed up their order or wouldn't serve them breakfast after 10:30. Love those stories!

There are often local ordinances that allow the police (or city or county, as the case may be) to recoup any expenses, if it's a prank or trivial call or otherwise unjustified. The police may choose not to pursue it - not sure if it's their call or that of the local DA. But in any event, there is recourse.

Same for search & rescue calls, putting out wildfires, etc. If a SAR call is prank or unjustified, or a fire call is found to be a result of a fire set deliberately - the responding authorities can charge the caller in the first case, & prosecute in the second (the trick with wildfires is determining a particular perp or set of perps). It's important to have resources on call for need, & not waste their time on stuff outside their jurisdiction anyway.

If the public won't respond to common sense, civil or criminal prosecution may yet tip the scales of justice. We can hope, anyway.
