Kansas Secretary of State Kris W. Kobach said even some motor vehicle bureau workers automatically ask customers if they want to register to vote, which some noncitizens in the past have cited as their reason for breaking the law to register.

The main problem with all political systems is that we put in power the sleeziest bastards out there because they are willing to lie, cheat and steal for their power addiction. Which was the base addiction for all the people you just named. It's a real catch 22.

Back in the day, busy intersections had traffic cops, whose job it was to let alternating streams of traffic through. But sometimes they showed favoritism, and let people through when it wasn't their turn. There were a variety of reasons, all venal in one way or another, and you can probably think of several obvious scenarios. (This wasn't actually a huge problem, but I cite it to prove a point.)

Automated traffic lights run by a rather dumb AI system programmed with simple "bedrock" rules of behavior solved the minor problem of traffic light favoritism.

Back in the day, we selected men to rule us via a variety of methods, some of which were democratic. But often they showed favoritism, and let people do chit to other people and then generally turned around and blamed the victims. There were a variety of reasons, all venal in one way or another, and you can probably think of several obvious scenarios. (This WAS a HUGE problem, and over the centuries killed millions and millions of people and reduced many of the survivors to grinding poverty.

It will, of course, be very much smarter, and the programming rules and behavior restrictions will need to be orders of magnitude more secure and stable, but a carefully implemented worldwide AI system would be my choice. The key limitation is that it would essentially have the ability to say "No" to any proposed human law. Veto power ONLY, and - in the judicial criminal system - only Not Guilty over-rides.
