How does this still happen in 2016. Weve known about lead paint and the affect on kids for YEARS and years. Forget whos to blame, why doesnt anyone fix this.

They knew about lead based paint danger in 1970 in 1973 the first laws banning lead paint in residential housing was passed. 43 yrs ago. People are still living in housing with lead paint banned for 43 yrs.

Dozens of children living in NYCHA apartments where the city found lead paint have tested positive for dangerously high levels of the chemical in their blood in the last five years, city records show.
And in most cases, the Housing Authority had the same response: Do nothing.
There are tens of thousands of public housing apartments believed to contain lead paint — including more than 10,000 where children under 6 now live — that NYCHA as a matter of policy leaves untended, a Daily News investigation found.
Instead, the authority takes the position that lead paint is best left alone — except when a tenant moves out. That’s when they swoop in and clean up the apartment, not bothering with nearby units.

Lead-based disclosure forms (when selling real estate) are a joke. All the seller must say is whether he is "knowledgeable" of lead-based paint on the premises.

If there is lead-based paint, many communities/states make it difficult to remove because they insist that licensed professional do the work and the remediation process is often cost-prohibitive.

A lot of owners just paint over the old paint with new paint, which isn't a bad idea, but kids that gnaw on staircase rail can still get to the old paint.

The kids could also be getting lead in their drinking water. Even if the city testing shows low levels, old building with lead water pipes can leach the mineral into the water.

It can also be present in contaminated soil -- and kids to like to play in the dirt.

Landlords can't afford the remediation necessary to completely eradicate old lead problems, and the taxpayer can't afford it, either.

The best way to keep kids away from lead is to educate the parents about the dangers. Of course, if a kid has parents that don't care -- that's a problem.

This is different, this is NYC housing, under the city housing authority, they are supposed to inspect.

How can there still be lead paint sickening dozens of children 43 yrs after lead paint was banned. That should give you an idea what these kids live in. IVE seen it to many times.

That just means Section 8, but the owners are still, for the most part, private entities.

They probably DO inspect, but it's unlikely that they require removal of lead-based paint, since that would be cost-prohibitive and raise the amount of rent required on the units.

They could require an additional coat of paint -- but they won't be testing soil, which is one of the highest contaminants. And, if they did -- who would pay to haul out old topsoil and bring in new?

Educate parents -- put in a central water dispensary where they can fill 5-gallon bottles inexpensively.

Some of the lead-based paint is probably on old cribs, rocking chairs and other old furniture.

It takes years to economically remediate those issues, and if the City puts the onus on the landlords, the landlords will likely remove the building from Section 8, meaning people lose their homes.

It's always easy to point fingers of blame -- but fixing the issues isn't as simple.

But seriously -- if parents don't care -- there is little you can do.

Section 8 housing is supposed to be inspected for maintenance safety and for lead paint before they issue money for a tenant. Everytime an apt is vacated they are supposed to inspect it before the next tenant.

Saftey made a comment in thread I started showing deplorable housing conditions that kids live in, he said he didnt believe it because section 8 is inspected. Thats either lala land thinking or naive thinking because hes never seen it. Some people live in squalor they would be better off homeless

They are now raising up this issue in Chicago. Lead in the water with certain parts of the city. Recently we have had the Demos sounding off about Flint Michigan. Talking shit about that Governor who is a Repub. Looking to blame the Repubs.

Now this issue is coming back to bite them in the ass. Its like Poetic Justice. As the Demos Control Chicago and NY City. Now lets see those NY and Chicago Demos open their mouths and want to talk that garbage again.

As We can go thru Many Liberal Democratic ran cities and discover they have known about the Lead in the Water for a very long time. On their watch.

I would guess that paint contains other harmful chemicals if ingested. Best solution? Teach your kids not to eat paint chips

The issue with lead based paint is the fact that many remediate the situation by painting over the lead paint without using the correct encapsulation agent and the lead leeches through to the newly painted surface. Proper abatement procedures for lead paint is pretty costly, and most homeowners will not have the means to properly address the issue. Section 8 does require an annual inspection, but unless the inspector is trained on sampling lead and does so, they have to go by what the building owner says regarding lead paint in their facility.

I understand why theres lead paint underlayers of latex, I dont understand why it still exists when inspectors are supposed to check for lead painst specifically because its such a danger to kids, theres a simple kit you put a small chip into that does that.

The reason is simple a 100 to 500 bucks and the inspector says Good boy.
No one can stop an inspector from taking a bribe but heres where the city is at fault.
The people complain and complain again and again and again and no one does NOTHING because the shitbag slumlords are some of the most closely politically connected and the biggest donors.

One more thing to add, dont even try to think its just republicans they donate too, NYC is by far a democrat city
