It depends a lot on whether your enemies are truly bad guys, or they are newspaper editors, honest judges, political opponents and just people who disagree with you.

He fired off scud missiles at Israel in an effort to further destabilize the area when he was invaded.

After we invaded, his financing of terrorists became obvious when US troops discovered hundreds if not thousands of bomb vests with instructions on how to detonate them attached.

This notion that any despot controlled country in the ME is stable is stunning in its naiveté and lack of factual content.
