Since the Wall Street Journal revealed the United States paid Iran $400 million in untraceable cash, delivered by cargo plane on palettes, in exchange for four American hostages, there has been outrage across the board for the move.

Now, a new bill has been introduced by House Foreign Affairs Committee Chairman Ed Royce to block future cash payments to the regime.
“The Obama administration forked over a massive cash ransom to Iran, emboldening the world’s leading state sponsor of terror and putting more lives at risk. All of this was done in secret, hidden from the American people and from Congress. This bill will ensure it doesn’t happen again," Royce released in a statement Wednesday.
According to the Committee, the Prohibiting Future Ransom Payments to Iran Act does the following (https://foreignaffairs.house.gov/wp-content/uploads/2016/09/HR-5931-One-pager.pdf):

No ransom was paid, and in fact, Obama risked a significant part of his foreign policy agenda to insure that Iran released the hostages. Not surprised to see a bunch of simple Congressmen take issue with it, and will be even less surprised when this bill goes absolutely nowhere.

It was de facto ransom. It was also money laundering when they converted the USDs into foreign currency to get around a law that said we can't transfer USDs to Iran. It also violated the statute that authorizes the Judgement Fund which was used to pay the ransom (technically, a proper accounting code will have to pay back the Judgement Fund).

Maybe Obama should have just sold Iran a bunch of weapons secretly then used the money to fund secret wars.

Money laundering refers to converting money earned from illegal programs into legitimate money, by funneling it through a business or other legal organization. It was therefore not money laundering.

Can you show me which statue you are referring to, specifically?

It was in no way, shape or form a ransom - at least not a ransom demanded by Iran. If it was a ransom, it was Obama blackmailing Iran with their own money.

They needed the cash for their nuclear program and to fund international terrorism.

But now they know an American is worth $100M.

I Just can't believe that people are OK with this?

You have to understand that this puts US citizens traveling overseas in danger. Yes, the Canadian's, I understand, as it makes the USA weaker? Why would they not like that. But US citizens willing to look the other way? I don't get it.

The partisan Democratscdont care. They just want to be able to claim that Obama struck a deal with Iran. Never mind that Iran punked him.
