WASHINGTON—Today, House Speaker Paul Ryan (R-WI) addressed last night's protests and riots in Charlotte, NC, during his weekly press briefing. Below are his full remarks:

“I’d like to say a few words about what’s going on in Charlotte.

You know, we all are seeing this on TV. These images—they’re just so heartbreaking and so upsetting.

The loss of any life is a tragedy.

"The response to that, though, cannot be more violence. As leaders, it is our responsibility to promote calm, peace, and dialogue.

"We cannot allow our nation to be divided along racial lines, and so I hope leaders can come together to find solutions.

That’s what we’re trying to do here in the House."

Charlotte police to release videos of fatal shooting of black man
September 24, 2016 - The Charlotte police will release body camera and dashboard videos showing the fatal shooting of a black man that triggered rioting in the city, the police chief said on Saturday, following calls from protesters and civil rights leaders to make the footage public.


The shooting on Tuesday of Keith Scott, a 43-year-old father of seven, was the latest in a series of deadly police encounters across the country in recent years that has raised questions about the use of force by U.S. law enforcement against African-Americans and other minorities. Charlotte-Mecklenburg Police Chief Kerr Putney told a news conference that the evidence shows Scott was in possession a handgun and marijuana during the confrontation with police. "They look in the car and they see the marijuana, they don’t act. They see the gun and they think they need to,” Putney said of the officers at the scene, who had gone to the Charlotte neighborhood to serve a warrant on a different person.

Police have continually said that Scott was armed at the time of the encounter, a contention that his family has disputed and which gave rise to the protests and rioting in Charlotte. A video taken by Scott's wife and released to the public on Friday did not provide an answer on whether Scott had a gun. Putney on Saturday said all evidence gathered by police made clear what happened, but the videos were insufficient to do so independently. "Yes, based on the totality of what we see, he absolutely was in possession of a handgun," Putney said. He described the police videos as supporting other evidence, rather than being standalone proof. “The footage itself will not create in anyone’s mind absolute certainty as to what this case represents and what the outcome should be,” Putney said.

Earlier in the week, Putney said that police were not ready to release the video because doing so could compromise the investigation into the shooting. On Saturday, he said that after speaking with state investigators he concluded the video could now be released without "adversely impacting" the investigation. "What we are releasing are the objective facts," Putney said. Protesters have called for officers involved in the shooting to face criminal charges, but Putney said, "Officers are absolutely not being charged by me at this point. "But again, there's another investigation ongoing," he added.

Putney said police would not be releasing all the video footage they have of the incident, instead making public only the "pertinent" parts. Scott, who was sitting in a parked car when confronted by police, was shot by Officer Brentley Vinson, who has been placed on paid administrative leave. Vinson is also black. Putney said he knew of only one officer firing. Demonstrators on Saturday mounted a fifth day of protests in Charlotte. They called for the end of emergency measures imposed on the city this week, the removal of National Guard troops and for officers involved in the incident to be prosecuted.

No charges for Charlotte officer who fatally shot Keith Scott: prosecutor Wednesday, Nov. 30, 2016 - A prosecutor on Wednesday cleared a Charlotte police officer in the killing of a black man whose death touched off civil unrest, and he presented detailed evidence to rebut assertions that the slain man was unarmed.
Officer Brentley Vinson was justified in opening fire on Keith Scott and won’t face charges, Charlotte-Mecklenburg District Attorney Andrew Murray said. In a 40-minute news presentation to news reporters, Murray produced evidence that Keith Scott was armed with a handgun and the officer who killed him feared Scott would shoot. The announcement “profoundly disappointed” Scott’s family, but they haven’t decided whether to file a lawsuit, their lawyer said. Scott, 43, was killed Sept. 20 in the parking lot of an apartment complex. Much of Murray’s presentation centred on the gun and debunking witnesses who said Scott wasn’t armed. Murray displayed a store’s surveillance video taken shortly before the incident, showing the outline of what appeared to be a holstered gun on Scott’s ankle. He said Scott’s DNA was found on a Colt .380-calibre semi-automatic handgun recovered at the scene. He shared a Facebook conversation from the man who said he sold the stolen gun to Scott and recognized him from TV coverage after the shooting, and police radio traffic where officers talked about the gun before confronting Scott. He also released his report online and asked the public to review his findings before protesting again. Two nights of protests after the shooting resulted in looted stores near the scene and in downtown Charlotte, millions of dollars of damage, a fatal shooting and more than two dozen injuries to police officers and others. “The community should read the report. Digest the report. Please do not act viscerally on news snippets,” Murray said. A group of several dozen people gathered at Charlotte police headquarters in the rain Wednesday night, saying they don’t believe Scott had a gun. They said a white officer actually shot Scott and Murray and state investigators were using Vinson as a scapegoat despite body and dashboard camera footage only showing Vinson firing his weapon. The protests remained calm. Murray said his team of homicide prosecutors reviewed the evidence, along with other lawyers. He said the investigation relied on 63 State Bureau of Investigation agents working for 2,300 hours. Murray said every one of them agreed with his conclusion. “All of the credible, available and believable evidence supports the conclusion that Scott was armed with a gun,” Murray said.
