The American Legislative Exchange Council (ALEC) gave North Carolina the second best economic outlook in the entire country. The state is up two spots since last year.
ALEC Vice President Jonathan Williams told 9 On Your Side the ranking for North Carolina comes after lawmakers continue to make tax reform changes. That includes cutting income tax rates. The General Assembly approved another cut in its last session.

Not to convinced about your links. They don't really tell the true story. They place Kansas right in the middle.mostly because of our low unemployment rate, which is skewed by how many people have left the state over the last few years causing a flat population growth rate. We have among the worst revenue projections of any state and the lower range of GDP. I would suggest you look at the DNC data very closely for similar discrepancies.

The states were ranked on each of the seven measures, and then their rankings were averaged together to create the composite index.
Here's the seven variables we used in the ranking:
July 2014 Unemployment Rate: This is the headline unemployment rate, reported at the state level every month a few weeks after the national figures by the Bureau of Labor Statistics' Local Area Unemployment Statistics (http://www.bls.gov/lau/) program.
July 2014 Non Farm Payrolls, change since June 2014: As with the unemployment rate, the monthly change in non-farm payroll jobs is published at the state level a few weeks after the national jobs numbers are released, again by the Local Area Unemployment Statistics (http://www.bls.gov/lau/) program.
2013 State Gross Domestic Product per capita: This is a measure of the total economic activity in an area, adjusted for population. State GDP data comes from the Bureau of Economic Analysis (http://www.bea.gov/newsreleases/regional/gdp_state/gsp_newsrelease.htm), and per capita GDP was calculated using this and Census Bureau population estimates (http://www.census.gov/popest/) for July 1, 2013.

2012 Personal Consumption Expenditures per capita: This is a measure of the largest part of Gross Domestic Product: consumer purchases of goods and services. The Bureau of Economic Analysis recently developed a state by state estimate of this figure (http://www.bea.gov/newsreleases/regional/pce/pce_newsrelease.htm).
2013 Average Annual Wage: This figure comes from the Quarterly Census of Employment and Wages (http://www.bls.gov/cew/), a more refined and accurate but less timely measure than the monthly employment and wage figures.

North Carolina’s real gross domestic product increased at the fastest pace in the Southeast in the third quarter last year.

The 2.8 percent growth from the second to third quarter represents the 14th fastest growth rate in the nation, according to data released by the Bureau of Economic Analysis. None of the states with a faster growth rate had a real GDP larger than North Carolina, making this state the fastest-growing large economy in the nation in the third quarter.
