By commuting the sentences of 79 offenders (http://www.dailymail.co.uk/news/article-3961962/Obama-hits-1-000-mark-commutations-granted.html#ixzz4R7xnIjOb) earlier this week, President Obama has now shortened prison terms for more people than his 11 predecessors combined.

2) What can the president do, without help from Congress, to help the middle class?

So what benefit is it to let them loose again to just wind up back in the pen?

Stocks for private prisons surged on Nov 10th. Trump says he'll fill Gitmo with "bad dudes". Migrant detention centers are going to be full of families. All of this is going to be very costly.

All presidents do it, so I doubt popularity has anything to do with it.

I don't know, it's just the traditional way to do it. Maybe because they tend to be lame ducks at that point and it's one of the few things they are allowed to do on their own?
