South Carolina Porn Ban

State Proposes Requiring Porn Filter, Charing Fee To Remove It
A new bill in South Carolina (http://gizmodo.com/proposed-law-would-block-porn-in-south-carolina-unless-1790272091?utm_campaign=socialflow_gizmodo_twitter&utm_source=gizmodo_twitter&utm_medium=socialflow) would require all computers, tablets and smartphones sold in the state to come with a porn filter installed and demand device owners to pay a $20 fee to remove the content blocker.

The bill comes from Republican state Representatives Bill Chumley and Mike Burns who would like to require manufacturers or sellers to ensure all devices have a digital content filter installed or face a fine.

Both device makers and sellers who don’t want to bother with installing a filter would be able to waive the requirement for a $20 fee for each device. Likewise, the purchasers of these devices equipped with a filter could pay $20 to have the content block lifted—but only after proving they are at least 18 years old.

Presented by the legislators with the somewhat dubious title the “Human Trafficking Prevention Act,” the bill would direct the money collected from the fines to state Attorney General’s office to be used to fund its human trafficking task force.

The bill would benefit law enforcement, nonprofit organizations and state advocates who are working to find ways to stop human trafficking. The bill would also ban access to any site that may facilitate trafficking or prostitution.

While trying to fight human trafficking is admirable, the idea behind the filter is problematic. I don't think a hardware filter would be successful, and there are already software filters out there that parents regularly install.

In reality, this is a dumb as a gun ban because, as folks in Chicago will tell you, all a person has to do is cross the border where the laws are more lax and buy a gun. That, plus I doubt any filter would stop all porn -- not without stopping valid research sites.

This won't pass. It's a no-go.

You simply cannot monitor what a person thinks or does in the privacy of his home -- if he's not breaking any law. Porn is not illegal. Schools have filters that often stop valid research sites. The best thing, in my opinion, is for parents to have talks with their children about porn and how it degrades women. They will still experiment, but it will lose its appeal after they realize that once they've seen it -- they've seen everything there is to see. Some will likely fall prey to a porn addiction, but, others fall prey to liquor addictions.

And, the earth just keeps on turning.

South Carolina isn't about rational politics.

It has a decent shot at becoming law.
