Would someone be so kind as to tell me what states these votes came from AND are there laws in those states that allow non-citizens to vote?

Since there is no "Right" to vote in a federal election and voting is still a privilege, I'm wondering if foreigners that can prove they pay taxes and so forth are casting legal votes. Since I have no first hand knowledge, I'd like to know where these alleged votes are coming from.
