The incumbent party (VVD) (http://www.dailymail.co.uk/news/article-4315374/Europe-braced-NEXIT.html) won the most seats and the far-right party (PVV) came in second. Since the Dutch use proportional representation the VVD will have to team with parties that won less seats in order to have a majority government.
The VVD lost 9 seats. The PVV won 7 seats. The press is calling it a stinging loss to the "wrong type of populism." The PVV ran on exiting the EU and controlling migration to the country.
Now the VVD has to form a coalition government- with weak partners, since it will not collaborate with the PVV. 76 seats are needed for a majority, and the Labour Party collapsed from 38 seats to 9. So VVD will need at least 3 weak parties to agree to work with it.
