Those were not instructions, it was a copy of the waiver issued by the State Department in reference in sanctions on Iran which were lifted. Excon has petition the US Government to lift the sanctions so that they can drill in Russia, now the telling part will be if the government does or does not lift the sanctions, if they do lift them then some posters here might very well claim it was due to ties between trump and putin. Be patient and see what the final outcome is before making claims that this means trump has no ties to putin, the fat lady is just begun singing.
