Senate Republicans' latest plan to overhaul the U.S. health care system ends with a massive shift of federal money from states that expanded Medicaid — and are largely dominated by Democrats — to those that refused to expand.
Several analyses of the bill show the pattern. A report (http://avalere.com/expertise/managed-care/insights/graham-cassidy-heller-johnson-bill-would-reduce-federal-funding-to-sta)by the health care consulting firm Avalere Health (http://avalere.com/) shows California and New York losing a combined $123 billion in federal health care funding by 2026, while Texas would see its flow of money from Washington rise by $35 billion.
Two other reports, by consulting firm Manatt (http://www.statenetwork.org/wp-content/uploads/2017/09/SHVS_Graham-Cassidy-Sept-2017_Final.pdf) and by the left-leaning Center on Budget and Policy Priorities (https://www.cbpp.org/sites/default/files/atoms/files/9-13-17health.pdf), show the same pattern. And a fourth analysis (http://www.kff.org/health-reform/issue-brief/state-by-state-estimates-of-changes-in-federal-spending-on-health-care-under-the-graham-cassidy-bill/)from the Kaiser Family Foundation release Thursday also largely concurs.

So, first they lied about having a replacement for eight years, and now they lied about letting the states decide what to do with their healthcare systems.
