As long as you realise that it is about the most blatantly obvious propaganda vehicle and controlled totally by the FSB .
The truth of the matter is that the Russian military is in tatters -- a matter completely accepted by the Kremlin and underwritten by Makarov .Putin has publicly accepted findings so don't tell us otherwise .
The simple fact is that every major military budget proposal has had to be totally revised .
The budget assumed an oil price of $140 ( publicly they only admit to $110 to save embarrassment) and Russia is in the same type of financial trouble as everybody else . Even worse when you look at the devastating capital outflow ---post the invasion of Georgia in '08 .

Putin in 2009 outlined his strategy for economic success. Alas, poor Obama did the opposite but nevertheless was re-elected. Bye, bye Miss American Pie. The Communists have won in America with Obama but failed miserably in Russia with Zyuganov who only received 17% of the vote. Vladimir Putin was re-elected as President keeping the NWO order out of Russia while America continues to repeat the Soviet mistake.

The two sentences you desperately alight on from a long article are quite subsidiary to the main report proposition . Those two sentences are themselves fairly strange as they seem to miss the key points lying underneath the March election and , for that matter , all Russian elections in living memory .
Keeping it as simple as possible , any reduction in Military US spending is seen by the report as "a victory " for Putin .
But the scale of spending between the two countries is so absurdly different that it would not matter in the short term if the US decreased by 75% .
Regardless , it will take the Federation at least 5 years to bring its Military anywhere near NATO capability -- assuming the war theatre is still made up in its historical format .
Which -- a further unexamined point -- it will not be .

No point of yours made any noise because I am still waiting for your first one .
You seem such a negative poster Chris , and your poor prose makes it difficult to see what view you are taking --- you seem too busy telling everybody how smart you think you are . That tends to distract and produce snorts of laughter .
I guess you don't know much about the Russian media or workings of Gazprom HQ .

And here the messenger is Pravda which is the State Security Services and therefore the voice of propaganda . All your trite nonsense of not attacking the messenger is schoolboy BS . Think before you scribble your negative and vacuous comments .
Off Topic , but trained statisticians and medium level stats commentators are rarely capable of thinking outside the box , laterally , or in an initiatory manner .Musing .
