Carson has a point in declining to discuss the numbers: Why go over the fantasy budget that Trump released seven months ago, which even Republicans said was crazy? Cutting 13 percent of the HUD budget would make thousands of families homeless overnight.

I think that there are some major line items and it's not that hard to remember round numbers especially if that is your job. No one was asking about minutia. If you have the brain power to remember the parts of the brain and the entire body in order to get through med school, you can remember a few numbers.

Actually that minutia was what was being asked. It is not as simple an answer as you and Green seem to think because part of the proposed cuts by the Administration include cuts in vouchers for instance that are from amounts that have already been budgeted for this year and part of it is overall cuts going forward after this year and neither of them were specifically outlined in Trump's proposed budget as line items. If you look at the estimates, you will see wild disparity between the estimates of how many many vouchers are actually being eliminated as a result of this.

In this context, no he shouldn't have been. You seem to forget that this decision is up to the Congress. It isn't up to Trump or Carson. The administration is proposing, for instance, completely eliminating Community Development Block Grants but that will never happen because Congress won't let that happen. Both sides support that program because it is where all the political cronyism comes into play. It is like Congress's secret little slush fund with no clear parameters from which they draw funds to reward their favored constituencies. Sure they will blah blah blah about token amounts given to meals on wheels or whatever warm fuzzy sounding program they can try to paint as the focus of the program, but most of that money is spent on pet projects like grants to museums and zoos, building parks, handing out contracts to big donors, etc that have nothing to do with helping the poor in any meaningful way.

a. They've screwed up Medicaid beyond recognition.

b. Look back to the financial crisis beginnings. Red states almost went bankrupt trying to administer pension funds. (As did Orange County, California).

c. Federal funds sent to red states rarely end up being used for then intended purpose. See: Highway funds. School funds.

You might want to watch the video again. Carson answered that question. He did not answer the questions related to how much was being proposed to cut from each of the programs.
