The notification alone does not prove that Mr. Flynn is cooperating with Mr. Mueller. Some lawyers withdraw from information-sharing arrangements as soon as they begin negotiating with prosecutors. And such negotiations sometimes fall apart.

Most retired general officers go into a business that takes them into contact with foreign business or government. The rules are clear. I got the same briefing. I think that some of these cases are confused because the contacts are businesses that may or may not be controlled by their government.

If I entered into a contract with a Russian business I would not have to report it. If I entered into a contract with Russia I would.
