Constitutionally, the House has to originate spending and taxation bills. The Senate can accept, reject, or amend House bills. The President can only sign it or veto it. Hussein Obama is not a big player in the negotiations.

This guy offers a potential GOP plan.

In a nutshell:
a. Adopt the Bowles-Simpson plan. It’s a good plan. It’s bipartisan. It is heavy on spending cuts.



b. Instead of fixating on people making $250,000 a year, put a tax surcharge on the revolving door of government and big business. Leave a government job for a seven-fugure Wall Street job and pay more taxes. I’m OK with that.



c. Tax Hollywood. Enact FDR’s tax on Hollywood.





Then put everything subsequent on C-SPAN.

Why do you assume Obama will respect the Constitution? He never has before....

Agree with Simpson Bowles. And give them the soak the rich taxes in return. They won't raise squat anyway but it takes away their primary argument.
