In another thread, a poster said the Congress delegated its war declaration powers to the President. That would dramatically alter the Constitution without amending it. Cool. What else can the Congress do without amending the Constitution?

Can the Congress write a law to give the president the authority to conduct searches and seizures whenever the President wants without regard to the 4th amendment?

Can the Congress write a law that allows the President to disregard things found in the Bill of Rights?

Can the Congress declare that the President can use executive orders to write laws he deems necessary and wholesome?

Can the Congress allow the President to write the authorization and appropriations laws for the nation?

If the Congress can write a law that allows the President, on the President's sole authority to take the nation to war, a responsibility given only to the Legislative Branch, then why can't the Congress shift all of its responsibilities to the Executive?
