I am not quite sure if this represents an honest misunderstanding of the situation, or an analysis--and one uses the word rather loosely here--that is based more upon the viscera than the cerebellum.
President Trump has sometimes talked very strong about his distaste for some of what Russia is doing.
On the other hand, he appears to be cozying up to Vladimir Putin more closely than I would prefer. (Perhaps the situation is analogous to that of Kim Jong Un: He may simply want to make nice with anyone who has nukes, in the hope of obviating the possibility of a nuclear war.)
As for NATO, I would suggest that most European countries, indeed, have been underpaying their fair share for close to 70 years now. Perhaps President Trump's tone was a bit too harsh; but his point, I think, was right on target.
As for Russia's potential takeover of the Baltic states--as well as Poland--it is surely Vladimir Putin's wet dream. But I quite doubt that, If Vladimir Putin were to make a move of this sort, President Trump would be nearly so milquetoast as then-President Obama was when Putin put the move on Georgia.
Or Crimea.
Or Ukraine...
