Clearly this contravenes the Florida Constitution which states:

Jeb Bush previously introduced a voucher system in 1999, however, in 2006 the Florida Supreme Court ruled that the state Constitution bars Florida from using taxpayer money to finance a private alternative to the public system, stating that the voucher program "diverts public dollars into separate private systems parallel to and in competition with the free public schools that are the sole means set out in the Constitution for the state to provide for the education of Florida’s children."
Florida State Bill 7070, which became effective July 1, 2019, is clearly taking another run at it. I wonder how long it will be before it's declared unconstitutional, once again?
