    It does seem rather odd then that those obsolete aircraft and naval ships are not junked but sold to other countries that get another 10 to 20 serviceable years out of them. Do they just have better mechanics or could those who really want new toys be dragging their feet on repairs deliberately to make the stats look bad? In government, if you don't make a case for getting rid of something, you'll never get anything new. So if you keep the older planes and ships in really good working order then it's much harder to justify buying new ones.
