Flu-like symptoms are what result from getting Narcan when you don't need it. A very rare complication would be heart problems or coma. Majority of the people "in the field" who are getting Narcan are unconscious and barely breathing, so a little Narcan is probably not the same as giving people a blood thinning agent (that a significant number of people have an allergy to) without a doctor's note in non-emergent situations?

I think that in order to save money, police should just stay in their cars. Actually, I think we should sell the cars and have them sit on their ass in a building all day. But let's sell the building! Even better, let's stop paying for the police officers and cut down on payroll.

His idea actually isn't a bad one if you look at in a military context.
Every soldier should carry at least a pressure bandage as part of his basic kit. If he is wounded, whoever responds to him will use the wounded man's own bandage on him. You could do the same with junkies. Tell them if they are carrying Narcan, the first responder will use it on them. If they are not carrying any... oh, well.
