No I do not think Martial law is needed, first off the Military even the National Guard is really not designed for modern law enforcement. They are useful in Riot type situations but day to day law enforcement is not in their wheel house.
With that said, there are plenty of Police and other Law enforcement assets that could be used to help bring the situation under control. First off you need the commitment by local LEO and city Gov't to get it done, then you can add State Police assets, then they could request federal assistance via multiple agencies FBI, DEA, ATF, US Marshall's etc.... In addition look into how other local LEO could be used, maybe a law change that allows shared jurisdiction....
Bottom line the Military should be a last resort and only and if after LEO are out gunned or out Manned.

The plan is the Anti gun, and Anti Violence crowd are going to march closing down the Kennedy Expressway going to Ohare Airport.

Maybe the Likes of Jesse Jackson, Lil Louie Farrakan, Father Pfleger, and those Demos, can march down in the hoods on the West and South side. Rather than shutting down Highways and Major streets. Hold some rallies at some Parks. March down the hoods, wake them up before noon. Let the Demos explain values, and morality.

The numbers would go down if they stopped allowing illegals many gang members, putting many refugees in the area that may be black but have their own gangs. No business wants to start one in this community, so they can't find jobs. The Mayor sets them up to fail.

They haven't figured out yet they are being targeted. Not saying many in their neighborhoods are not to blame also but you can't put HIV, other gangs into an area and expect harmony. When they wake up they will throw this mayor and his cronies out.
