Both Syria and Iran claim that the explosions were caused by electrical problems. Why would they refuse to accuse Israel if that was the case?

A = To deny credibility to the Israelis. B= So people won't ask " How did the Israelis know the weapons were on a protected Military base. C = As to not look like idiots to their terrorist friends.

Israel has to many allies. And the big thing, without Israeli and Jordanian intelligence, all outsiders, to include the US CIA would be very much in the dark.

Satcom radios for their Special Forces, Laser Rangfinding Equipment, a crate of Glock handguns for their Intel folks with 100,000 rounds of ammo.
