I'd have to look, & time presses. Cuba was pressing for devolution of political power (from Spain), & so were the Philippines. Spain by that time was a shell of its former self, the imposition of Napoleon's kin on the Spanish throne meant the end of the formal Spanish Empire. PR was part of that empire, the Caribbean generally was where Columbus landed first & established the first Spanish outposts & then colonies.
New World gold & silver propped up the Spanish Empire for a long time - & the mismanagement of that wealth undermined the same empire, along with a Quixotic desire to conquer the World for the Church, especially to make Europe Catholic once more.
