    It was. It was the PR's who screwed it up. They stole the supplies. They bankrupted the state so that we had to pay all of the repairs. Of course, they were all Democrats so that's understandable.

    You mix up what the federal response is with PR's responsibilities. Considering how bad PR's infrastructure was prior to the storm, the federal response was outstanding.
