It doesn't appear that any state could be decentralized in your view so virtually every historical instance is disqualified. If that's the case then what would equate to decentralized?

Probably with Charlemagne. He consolidated various tribes in what was formerly Roman Gaul under a Frankish or French banner.

I was referring to much later- perhaps around the time of King Louis XIV (the Sun King). The geography of France made it much easier to consolidate and centralize power.

That would fairly accurate. There was a major revolt precipitated be Louis' centralization.
