    The effectiveness of the aid or lack thereof is not the issue. The issue is the perception among Africans and the European public about the relaitonship. Africans have a decidedly ambiguous relationship with the Chinese even while conceding that there are positive economic outcomes in some respects. Many Africans question China's role in Africa and one cannot blame them.
