I think the author's intent is to mock or satirize Saul particularly with regard to his inconsistency. Divination was forbidden upon his own command! This final act of disobedience demonstrates the depth of Saul's rebelliousness and the fact that his demise was of his own making.
Whoever criticizes capitalism, while approving immigration, whose working class is its first victim, had better shut up. Whoever criticizes immigration, while remaining silent about capitalism, should do the same.
