Many today have numbers on their houses. It's the traditionalist that tear down street and road names. Even the Navajo many now have numbers. Regardless they still should be able to prove what division they live in if they still have a PO.

Power, yes, running water and indoor plumbing...no...in most cases of those who live on the reservation in Gallup New Mexico.
It depends on the reservation, as to whether or not they have street names and addresses... some areas are nothing more than a bunch of plywood houses, built without permits or, insulation, heated by wood or, coal stoves....the ones who prefer to live in town, of course, have all of the modern conveniences.

The roads on most reservations have names. The ones that don't have actual names usually have BIA designations... "Indian Service Route ____".
If there are roads without names, tribal government can give them a name. They obviously couldn't do it in time for this election, but it could easily be done before future elections.
