2. I frequently do this: "Note: portions of original quote omitted."
If I change a quote, I say so:
Hey Chris, I have changed your quote:
Hey Common, your quote didn't make sense til I corrected it:
(or something like that)
I think the purpose is to be clear and give fair notice that you are changing or shortening the quote.

We discussed this and @ADMIN has reaffirmed that it is a violation of the rules to change the meaning of someone's quote. You can shorten a quote using an ellipse or a note, but you cannot change the meaning of a quote -- even if you say so. We have gotten reports and complaints so we discussed it for reaffirmation and clarification.
Changing the meaning of or altering a quote is a violation of Rule 8, which states:
8. You must provide a link when quoting an article and follow fair use guidelines (you are permitted to copy and paste two to three paragraphs). In addition, do not alter another user's words when quoting them.
