J. Edgar Hoover was a corrupt individual and paranoid anti-communist. He had secret files on most politicians, so if no one was ever held responsible, it's probably because Hoover made sure no one would dare. I suspect that later on, it would have been difficult to explain that they were blackmailed into acquiescence.
