No. The FBI as an organization has never been corrupt, and Hoover was extremely dedicated. You have to understand that the Black Panthers were -- and still are -- a clear and present danger to the country.

Another thing, these were WW2 veterans we're talking about. For the most part, when their bosses said "jump", they asked "how high?" if they had any questions at all. That's not corruption. That's a sense of duty and obedience that has long since largely dissipated. In their era, it meant survival.
