What is other NATO? Or do you mean get NATO involved? Sure if they want to. I wouldn't wait for negotiations.

Namely, Turkey and Europe. It's their immediate problem, but we're speaking retrospectively at this point. It's pretty much done.

This kind of terrorism requires funding from deep pockets. Cut off the funding and the terrorism goes away. Without pointing any fingers, those who are funding terrorism are members of the UN. There should be a UN resolution making the leaders of countries found to be directly or indirectly funding terrorism subject to trials for crimes against humanity. Any country that doesn't sign is a suspect.
In quoting my post, you affirm and agree that you have not been goaded, provoked, emotionally manipulated or otherwise coerced into responding.

Ideally. The UN is so rife with corruption I wouldn't hold my breath. Not trying to be pat. It's just a really disappointing organization, imo.

Perhaps you expect too much. The UN has over 150 member states - we can't expect agreement, they don't share the same values.

I see the UN as more of a place where high level diplomats can at least talk to one another.

What helps with the corruption is the fact that it has permanent members of the security council.

It only takes one of those members not to.
